WELEBIR, R.S. , MPH, Director <br /> Division of Environmental Health <br /> 40;4l <br /> RE: Policy for Approval of FHA, VA, Cal Vet and Conventional Loan <br /> Requests for Water and/or Sewage Disposal Systems Inspection(s) <br /> DATE: 17 April 1979 <br /> THIS POLICY STATEMENT SUPERCEDES THE POLICY STATEMENT DATED MARCH 20, 1969 <br /> PERTAINING TO LOAN VERIFICATIONS <br /> I. Upon receipt of a request for an inspection of the water and/or sewage <br /> disposal system in the case of an FHA, VA, Cal Vet or Conventional Loan, <br /> the District Sanitarian will first review any well permit and/or Sanitation <br /> Permit Applications for the premises, and then make a through inspection of <br /> the premises , to determine if the individual well and sewage disposal system <br /> meet the requirements of the rules and regulations of the respective ordi- <br /> nances. I <br /> A. WELLS <br /> 1. Only after the well is found to be sealed, and that it meets <br /> well isolation requirements as shown on the well permit <br /> application, should a requested water sample be taken for <br /> bacteriological analysis. No water sample will be collected, <br /> in the event that the well is not sealed or does not meet <br /> the isolation requirements. The District Sanitarian will <br /> report deficiencies in writing, to all parties concerned; <br /> a practical recommendation for correction is to be a part of <br /> the report. <br /> 2. Upon receipt of the satisfactory results of a bacteriological <br /> quality analysis, the water supply may be approved as an individual <br /> s <br /> domestic water supply. <br /> B. SEWAGE DISPOSAL SYSTEMS <br /> 1 . If a Sanitation Permit is on file for a completely new septic <br /> system, which is no more than three (3) years old, approval <br /> may be granted subject to site inspection indicating "No ' <br /> Evidence of Failure". However, if the septic system is more <br /> than three (3) years old, a request shall be made to have both <br /> compartments of the septic tank opened and both compartments <br /> pumped. The condition of the T's, elbows, baffles, etc. , shall <br /> be inspected and recorded during the open tank inspection. <br /> 2. When there is no record of a Sanitation Permit on file,• a .request <br /> shall be made to have both compartments of the septic tank opened <br /> and pumped prior to an inspection. During the open-tank inspection <br /> the type, size and condition of the tank is to be determined and <br /> correctly reported on the Environmental Health Form along with <br /> a plot plan diagram of the location of the septic tank, and the <br /> well location, and a notation stating "Condition, size and location <br /> of leach field not retrievable"'.'
