Noble, Attorney at Law,representing Mr, Anthony Traina, we have
farther reviewed the potential impacts to water duality posed by the proposed installation of ale irrigation
well on a 10 acre site west of, and adjacent to, DDRW Tracy. Rased on the information provided iu-Mr.
Noble's letter to the Board, dated 12 June 1995, we understand that this well is proposed to be .
constructed to a depth of 160 feet below ground surface, limited to the Upper Tulare Aquifer, and above
the Corcoran Clay Zone. We further understand that Mr. Traina would be willing to, and capable(}f,
limiting the purrlping rates of the well.
As you are aware, bmause of the close proximity of this? 10 acre site to contaminants present in ground
water and soil on DDRW Tracy property, we pr-&T that the proposed well be constructed in.the Lower
Tulare Aquifer and grout sealed into the Corcoran Clay Tone in order to prevent cross Wntamination
within the Upper Tulare Aquifer and between the Upper Tulare Aquifer and the Lower Tulare Aquifer.
However, bemuse high casts are associated with the construction of this type of deep well, we do not
j, object to conslruclion of a well, initis a s proposed as long as well pumping does riot impact DDRW
Tracy's ability to ofl''ectively ca.ptur ontaminant ground water plume. However,if monitoring efforts
by DDRW Tracy show that the grou ater plume is drawn by the ptrnaping of Ibis new well, reduced
pumping maybe required, or an Alterna ve watdr arlpply be provided by DDRW Tracy. Enelmed
is a memorandum which de, rup'technicKl concerns a d recominondations in more detail.
We also recommend that a rneet.ina held to address c concerns of all parties involved prior'to
issuance of a well permit for the,. ,ropaaed well.
