Brandt Road, Lockford,APN 019-060-029. <br /> The San Joaquin County Environmental Health Department (EHD) has received confirmation <br /> from Calwater Drilling Company that they drilled a Test Hole, at the above referenced property <br /> under the Well Construction Permit SR0032692, in 2003. This Test Hole has not been viewed <br /> by EHD to be properly destroyed nor constructed into a well, per code requirements. <br /> The following sections of the San Joaquin County Well Standards and the State of California <br /> Bulletin 74-81 apply to this situation. <br /> San Joaquin County Well Standards, <br /> ■ Section 6.3.8 states,"If a test hole is drilled for construction of a well, and is not used in the final <br /> construction of the well, the test hole shall be destroyed from the total depth to the surface and under <br /> inspection" <br /> The State of California,The Resources Agency,Department of Water Resources,Water Well Standards: <br /> State of California Bulletin 74-81,Part III. <br /> ■ Destruction of Wells,Section 20,Purpose of Destruction states,"A well that is no longer useful <br /> (including exploration and test holes)must be destroyed in order to: 1.)Assure that the ground water <br /> supply is protected and preserved for further use. <br /> ■ Section 22,General Requirements states, `All 'abandoned'wells and exploration or test holes shall be <br /> destroyed." <br /> Since the Livermore Acers Test Hole may be a conduit for groundwater contaminants,Ernest <br /> and Irene Pestana are hereby directed to destroy Test Hole, under permit and inspection by the <br /> EHD.
