A release of anhydrous ammonia (CAS#7664-41-7, UN1005),an <br /> extremely hazardous substance (EHS),estimated at 58 pounds was released into the air <br /> through a h drain valve located in the Crumble Freeze RM#006C of our facility for a <br /> period estimated at 5 minutes. The release was presumed initially to be less than ten <br /> pounds based on the fact that the system was not operating, minimal system pressure, <br /> and valves were closed in the engine room . Ammonia concentration readings were <br /> taken in an adjacent room at approximately 9:58 A.M. PDT where it was determined that <br /> the ammonia release may reach the reportable quantity threshold of 100 pounds. The <br /> National Emergency Response Center was called at 10:03 A.M. PDT,and a Case#914650 <br /> assigned. <br /> The release occurred while Applied Process Cooling Corporation(APCCO),an <br /> outsourced refrigeration contractor,was draining oil from the Ross Tunnel freezer coils. <br /> The ammonia sensors located within the room went into alarm notifying ADT who then <br /> contacted the Plant and Lathrop Fire Department. The power to the plant was <br /> automatically shutdown when the ammonia concentration reached 250 PPM. All staff <br /> and employees at Swiss American Sausage Co. evacuated the facility,and the Lathrop <br /> Fire Department contacted nearby businesses to make a voluntary decision to shelter- <br /> in-place or go home. Corrective action was taken immediately by APCCO and the <br /> Lathrop Fire Department to close strategic refrigeration isolation valves in the Engine <br /> Room#116. The San Joaquin County Office of Emergency Services (OES)was notified <br /> by the Lathrop Fire Department.
