SwissAmerican
SausagcCo. August 24,2009
a
Aa`°O14' ftA RECEIVED
AUG 242009
SAN
County of San Joaquin Office of Emergency Services
OFFICE OF EMERGENCY O
S RERVICES
2101 E.Earhart Avenue,Suite 300
Stockton,CA 95206
Attn: Art Bentley Jr.
Lathrop/Manteca Fire District
800EJSt
Lathrop,CA 95330
Attn: Captain Don Jones
Art Bentley Jr./Captain Don Jones:
Subject: Hazardous Chemical Release of August 12th, 2009-NRC Case#914650
This report is our written follow up of the above referenced incident which began at 7:45
A.M.PDT on 8-12-09. A release of anhydrous ammonia (CAS#7664-41-7, UN1005),an
extremely hazardous substance (EHS),estimated at 58 pounds was released into the air
through a h drain valve located in the Crumble Freeze RM#006C of our facility for a
period estimated at 5 minutes. The release was presumed initially to be less than ten
pounds based on the fact that the system was not operating, minimal system pressure,
and valves were closed in the engine room . Ammonia concentration readings were
taken in an adjacent room at approximately 9:58 A.M. PDT where it was determined that
the ammonia release may reach the reportable quantity threshold of 100 pounds. The
National Emergency Response Center was called at 10:03 A.M. PDT,and a Case#914650
assigned.
The release occurred while Applied Process Cooling Corporation(APCCO),an
outsourced refrigeration contractor, was draining oil from the Ross Tunnel freezer coils.
The ammonia sensors located within the room went into alarm notifying ADT who then
contacted the Plant and Lathrop Fire Department. The power to the plant was
automatically shutdown when the ammonia concentration reached 250 PPM. All staff
and employees at Swiss American Sausage Co. evacuated the facility, and the Lathrop
Fire Department contacted nearby businesses to make a voluntary decision to shelter-
in-place or go home. Corrective action was taken immediately by APCCO and the
Lathrop Fire Department to close strategic refrigeration isolation valves in the Engine
Room#116. The San Joaquin County Office of Emergency Services (OES)was notified
by the Lathrop Fire Department. OES called the San Joaquin local hazmat team to the
facility, and assumed the position of incident commander.
251 D'Arcy Parkway, Lathrop, California 95330•Tel: (209) 858-5555 • Fax(209)858-1102
www.sasausage.com
