Hazardous Materials Program Inspection Report <br />Date: <br />April 04, 2017 <br />Facility Address: <br />4004 S EL DORADO ST, STOCKTON <br />Facility Name: <br />CUTTER LUMBER PRODUCTS <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California95205-6232 <br />Telephone:(209) 468-3420 Fax :(209) 468-3433 Web:www .sjgov .org /ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Remarks Item # <br />5 HSC 25506(a) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br />Reportable amounts of diesel, used paint, new paint and waste oil were found on site that have not been reported. <br />Any material that meets or exceeds the reportable quantity shall be reported in the facility's business plan. <br />Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, add the <br />materials to the hazardous material inventory, and submit to the EHD for approval. <br />The Hazardous Materials Inventory forms show the maximum amount of compressed oxygen as 240 cubic feet vs. at <br />least 740 cubic feet and the maximum amount of chlorine as 1 gallon vs. the 165 gallons observed at the time of <br />inspection. This information must be current and submitted as part of the business plan. Immediately log into the <br />California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This is a Class II violation. <br />6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br />The maps do not contain north orientation, emergency shutoffs, evacuation staging areas, hazardous material <br />handling and storage areas for diesel, compressed oxygen, acetylene, liquid chlorine, new and used oil and <br />emergency response equipment. A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. Immediately log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, <br />and submit to the EHD for approval. <br />This is a Class II violation. <br />9 HSC 25508.2 Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br />The business plan information was not reviewed and resubmitted in the California Environmental Reporting System <br />(CERS) until March 31, 2017. The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year.
