BALDWIN <br />Coordinator <br />Article 2 of Chapter 6.95 of the California Health and Safety Code was recently revised to meet <br />Federal Clean Air Act requirements for the preparation of Risk Management Plans. This new, but <br />similar, federal program replaces the existing State program that required specified businesses to <br />complete a Risk Management and Prevention Program (RMPP) for specified hazardous materials. <br />These new federal criteria now require businesses which use extremely hazardous materials as <br />defined in State or Federal regulations to complete a Federal Risk Management Plan (RMP) or <br />expand upon a previously completed State of California Risk Management and Prevention <br />Program (RMPP). <br />An initial review of our records indicates that your business is required to participate in one of <br />three Risk Management Plan programs identified in the Clean Air Act. In order to determine your <br />exact requirements, a review session must be conducted with our office. This review session will <br />determine which program your regulated processes must comply with as well as provide initial <br />compliance assistance. Facility staff familiar with the following information will need to attend <br />this meeting. <br />- Equipment Design and Operation <br />- Training Programs and Administrative Policies <br />- Characteristics of Business Processes which use Extremely Hazardous Materials <br />- Preventive Maintenance Policies and Procedures <br />These staff should bring appropriate site maps, system diagrams and layouts, chemical inventory <br />information and other relevant documentation to the meeting to ensure a prompt and accurate <br />assessment. <br />In order to schedule this required review session, please contact Art Bentley or Mike Parissi at <br />(209) 468-3969 no later than April 17, 1998.
