Any material that meets <br />or exceeds the reportable quantity shall be reported in the facility's business plan. Immediately log into the <br />California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, add the materials to the hazardous <br />material inventory, and submit to the EHD for approval. <br />The Hazardous Materials Inventory form identifies the maximum amount of Polyaluminum Chloride/PAC as 4,000 <br />pounds vs. the 40,000 pounds observed at the time of inspection. Each of the listed materials are present in <br />quantities greater than 100 % of the maximum amount currently reported. This information must be current and <br />submitted as part of the business plan. Immediately log into the California Environmental Reporting System (CERS) <br />at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This was corrected on site. <br />This is a Class II violation. <br />7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened <br />release. <br />The emergency response procedures were lacking or inadequate. Sections C, E, H and J are incomplete. A <br />business plan shall include the following emergency response procedures for a release or threatened release of <br />hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the <br />correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />10 HSC 25508.1(a)-(f) Failed to submit revisions to business plan within 30 days of substantial change in operations. <br />During the inspection it was found that there was ten times more polyaluminum chloride/PAC solid than is currently <br />reported, a 275 gallon tote container of Tubiwet OCE was found on site and this updated information has not been <br />submitted.
