The emergency response procedures were lacking. Section H. H2 does not account for the hazardous materials stored at other areas of the facility; H6, box 6, and H8 have not been competed for the diesel tank and emergency shutoff; H9 does not note the location of the welding gas in the shop and the Freon storage areas; H5 and H11 have not been completed for the fire suppression sprinkler system. A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: - Immediate notification of local emergency personnel and the Environmental Health Department (EHD) - Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - Evacuation plans and procedures, including immediate notice, for the site Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a Class II violation. 10 HSC 25508.1(a)-(f) Failed to submit revisions to business plan within 30 days of substantial change in operations. During the inspection, it was found that 560 cubic feet of compressed oxygen, 220 cubic feet of acetylene, 185 gallon tank of used oil, 55 gallons of simple green, at least eight 55 gallon drums of antifreeze, two 55 gallon drums of super clean, two hundred twenty-seven 30 pound cylinders of Freon 134a, at least 55 gallons of diesel exhaust fluid and thousands of gallons of motor oil were found on site and the updated information has not been submitted. Within 30 days of one the following events, business shall electronically update the information submitted to the California Environmental Reporting System (CERS): -A 100 percent or more increase in the quantity of a previously disclosed material. -Any handling of a previously undisclosed hazardous materials -A change of business address, business ownership, or business name. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the completed inspection report. Facility does not have internal roads and this element was not addressed on the site map. Please address this by either writing "NA" for not applicable or a statement that says the element is not on site. Please correct this by the next submittal.
