Hazardous Materials Program Inspection Report <br />Date: <br />March 14, 2017 <br />Facility Address: <br />2005 PORT RD, STOCKTON <br />Facility Name: <br />Lehigh Hanson <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California95205-6232 <br />Telephone:(209) 468-3420 Fax :(209) 468-3433 Web:www .sjgov .org /ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Remarks Item # <br />2 HSC 25505, 25508(a)(1) Failed to complete and electronically submit a hazardous materials business plan. <br />The facility's business plan was not submitted electronically to the California Environmental Reporting System <br />(CERS). As of January 1, 2013, all businesses were required to submit all business plans electronically. <br />Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to <br />the EHD for approval. <br />This is a Class II violation. <br />3 HSC 25507 Failed to establish and implement a hazardous materials business plan. <br />A Hazardous Materials Business Plan has not been established or implemented. A Hazardous Materials Business <br />Plan shall be established and implemented for emergency response to a release or threatened release of a <br />hazardous material when storing hazardous materials at or above the thresholds quantities of 55 gallons for <br />materials that are liquids, 500 pounds for solids, or 200 cubic feet for compressed gas, at standard temperature and <br />pressure. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, <br />enter the required information, and submit for review by the EHD. <br />This is a Class II violation. <br />5 HSC 25506(a) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br />Reportable amounts of fuel oil, diesel, motor oil, waste oil, compressed oxygen, acetylene and paint were found on <br />site that have not been reported. Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a Class II violation. <br />6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br />A site map was not completed or submitted as part of the business plan. A site map shall contain a north <br />orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, <br />emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency <br />response equipment.
