Wilmar’s Corrective Actions taken in Response to the Summary of Violations
Presented by the Environmental Health Department on December 20, 2016

Wilmar’s Corrective Action:
Wilmar has updated their Emergency Response-Contingency Plan and uploaded this document and
submitted it to the EHD via the CERS system. Please note the Wilmar has an Integrated Contingency Plan
(ICP), which includes a Facility Response Plan, that has been approved by the United States Coast Guard,
Captain of the Port. The ICP provides detailed procedures on how to respond to various emergency
scenarios. The ‘initial notification’ procedures, which includes the immediate notification of emergency
personnel and the EHD, is also included in the ICP. Wilmar has a Spill Prevention Control and
Countermeasures (SPCC) Plan which provides detailed information on how to prevent spills and how to
control and mitigate them when / if they occur at the facility. The Emergency Response-Contingency Plan
has been updated to reference these plans.

Item #11, Summary of Violation:
HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel.
Employee training records were not available at the time of inspection. The business plan shall include
provisions for ensuring that appropriate personnel receive initial and annual refresher training. This
training shall be documented electronically or by hard copy and shall be made available for a minimum of
three years. Immediately provide employee training for appropriate personnel and submit a copy of the
training records to the EHD. This is a Class II violation.

Wilmar’s Corrective Action:
Annual training of the Hazardous Materials Business Plan (HMBP) was conducted on August 28, 2016 at
the Wilmar facility. New and regular personnel attended the training. The HMBP training module and
the training roster for 2016 have been uploaded and submitted to EHD via the CERS system. The next
HMBP training will be scheduled for August, 2017.
