Wilmar’s Corrective Actions taken in Response to the Summary of Violations <br />Presented by the Environmental Health Department on December 20, 2016 <br /> <br /> <br />Wilmar’s Corrective Action: <br />Wilmar has updated their Emergency Response-Contingency Plan and uploaded this document and <br />submitted it to the EHD via the CERS system. Please note the Wilmar has an Integrated Contingency Plan <br />(ICP), which includes a Facility Response Plan, that has been approved by the United States Coast Guard, <br />Captain of the Port. The ICP provides detailed procedures on how to respond to various emergency <br />scenarios. The ‘initial notification’ procedures, which includes the immediate notification of emergency <br />personnel and the EHD, is also included in the ICP. Wilmar has a Spill Prevention Control and <br />Countermeasures (SPCC) Plan which provides detailed information on how to prevent spills and how to <br />control and mitigate them when / if they occur at the facility. The Emergency Response-Contingency Plan <br />has been updated to reference these plans. <br /> <br />Item #11, Summary of Violation: <br />HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br />Employee training records were not available at the time of inspection. The business plan shall include <br />provisions for ensuring that appropriate personnel receive initial and annual refresher training. This <br />training shall be documented electronically or by hard copy and shall be made available for a minimum of <br />three years. Immediately provide employee training for appropriate personnel and submit a copy of the <br />training records to the EHD. This is a Class II violation. <br /> <br />Wilmar’s Corrective Action: <br />Annual training of the Hazardous Materials Business Plan (HMBP) was conducted on August 28, 2016 at <br />the Wilmar facility. New and regular personnel attended the training. The HMBP training module and <br />the training roster for 2016 have been uploaded and submitted to EHD via the CERS system. The next <br />HMBP training will be scheduled for August, 2017. <br /> <br /> <br /> <br />
