The emergency response procedures were not completed with all the required information.The facility listed (209)468-9848 for notification in case of an emergency. This listed number is incorrect. A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to,the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD): (209)468-3420 -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - evacuation plans and procedures, including immediate notice,for the site Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a Class II violation. 12 HSC 25505(c)Failed to have the business plan readily available to facility or EHD personnel. Facility could not provide the Emergency Response Plan and the Chemical inventory upon request neither the facility personals have access to CERS. The emergency response plans and procedures,the inventory of information required by this article, and the site map required by this section shall be readily available to personnel of the business or the unified program facility with responsibilities for emergency response or training pursuant to this section. Immediately make arrangements to have the business plan readily available for review. Corrected onsite This is a minor violation. Overall Inspection Comments: Onsite to conduct a hazardous materials business plan (HMBP) inspection. There were four violations during the inspection. One violation was corrected onstie at the time of the inspection. For the other three open violations complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 11/16/2018 . The "Federal Hazard Categories" section for the chemical inventory have not been updated per 2018 requirement. The submitted business plan contains obsolete data Elements and should be updated and/or replaced with valid Data Elements before submitting your inventory Facility does not have storm/sewer drains, and internal roads. Please address this by either writing "NA"for not applicable or a statement that says the element is not on site. Please correct this by the next submittal. Keep singing forms/list of all employees for all the employees HMBP trainings onsite or have access to the electronic records. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
