Hazelton Ave. <br />Stockton, CA 95205 JUL 17 2015 <br />Mr. Naidu, 'ENVIRONMENTAL HEALTH <br />PERMITISERVICES <br />DLA Installation Support at San Joaquin Environmental Office, DS-FJEE has reviewed the San <br />Joaquin County Environmental Health Department Hazardous Material Program Inspection Report dated <br />June 24, 2015. Inspection was conducted for the closure of the Hazardous Material Management <br />Program. Our response to the inspection report are as follows: <br />1. Defense Logistics Agency (DLA) cease operation at this facility approximately in September <br />2014. They have not inactivated their account in California Environmental Reporting System <br />(CERS). As of January 14, 2015 there has been no changes to the account. Log on to the <br />CERS account and inactivate all programs since the facility is not in operation. <br />Corrective Action: Requested CERS account to be inactivated via email on or about May 27, <br />2015. Received confirmation from Michelle Henry on June 30, 2015 stating CERS account <br />had been inactivated, see attachment #I copy of email. <br />2. In building 330, two 55 gallons of SKASOL MB -5, one 55 gallon drum of MB -X, one <br />approximately 15 to 25 gallon MB -1 in white poly drums were found. Currently this building <br />is unoccupied and the property owner stated they did not have any use of this chemical that <br />is left behind. If this chemical is determined to be used on site immediately update your <br />facility's chemical inventory in CERS. <br />Corrective Action: SKASOL material is used to operate the chillers located in building 330 <br />(power plant building). On September 30, 2014 new property owner US Army Garrison, <br />Presidio of Monterey (POM) acquired the accountability for this property. On this date <br />building 330 was occupied and chillers were being utilized. See signed memorandum <br />attachment #2, page 7 and 8 of inventory sheet identifies that this property was transferred. <br />Therefore, the material in question does not belong to DLA.
