Hazelton Avenue
Stockton, CA 95205
Re: Monitoring Well Drilling (J.R. Simplot Co.) 13871 McKinley Avenue
Dear Mr. Estrada,
J.R. Simplot Co. ("Simplot"), is requesting the City of Lathrop allow the installation of a monitoring well
on its property located northwest of the intersection of Vierra Rd. and McKinley Ave. (APN 198-015 08).
Simplot has represented the monitor ng well will be used to investigate hydrogeologic conditions as
follows:
A test hole will be drilled to an approximate depth of 300 feet to collect lithologic samples, and
conduct geophysical surveys to characterize subsurface materials at the site. The test hole will
be converted to a monitoring well that will allow for characterization of specific water bearing
strata, and to monitor zone specific water levels.
Formation samples will be collected as the test hole is advanced, and geophysical logs acquired
from the completed borehole. Cuttings samples and geophysical logs will be used to select
depth intervals to be completed with screened casing, and the test hole completed as a
monitoring well.
After selecting intervals to be screened, casing will be installed in the borehole. Casing strings
installed in the test hole will allow the well to be developed and a pump installed in the well for
the collection of water quality samples. Multiple casing strings installed in the same borehole
with screens placed in discrete intervals will allow a comparison of the water chemistry at
different depths in the aquifer.
Based on the above representations by Simplot, the City does not oppose Simplot's proposed drilling of
a test hole, and installation of a monitoring well at the property indicated above in accordance with San
Joaquin County Environmental Health Department regulations if Simplot agrees to share with the City all
data collected from the test hole, including but not limited to well construction details, geophysical logs,
hydraulic testing data, and water quality analytical data. However, the City's approval is limited to the
work described above, and the City reserves the right to review any additional work that may later be
proposed for development of a groundwater extraction well at the site. The City requests that the
