SPCC for Antonini Enterprises Lathrop Facility <br /> Staffing. The Facility is staffed with 45-50 employees. Personnel at the facility include <br /> Maintenance Manager, Safety Supervisor, dispatchers, and mechanics. Corporate <br /> employees also work at this facility. <br /> Site History. On April 15, 2013, Antonini Enterprises, LLC purchased the facility. The <br /> property required the following upgrades: A fuel storage and distribution system was <br /> installed. A wash rack with oil/water separator and steam cleaners was installed. Offices <br /> (located on the second floor) were upgraded. Ramps were poured in areas where dock- <br /> loading bays used to be located. A new oil and waste oil management system was installed <br /> in the Maintenance Shop Area. Security for the property was updated to include a 24-hour <br /> manned guard shack, surveillance cameras, and a new fire/security/monitoring alarm <br /> system. <br /> Operations overview. Diesel fuel is stored in a 14,982-gallon tank (AGT 1) located on the <br /> southern portion of the facility and gasoline fuel is stored in a 1,003-gallon tank (AGT 2) <br /> located adjacent to AGT 1 (Figure 2). Fleet vehicles using are refueled from these AGTs. <br /> Diesel refueling takes place within three designated covered service bays (Refueling Bays), <br /> while gasoline refueling takes place using a dispenser located adjacent to AGT 2. AGT 1 <br /> and AGT 2 are resupplied via commercial petroleum supplier using tanker trucks as <br /> needed. The facility uses approximately 1,000,000 gallons of diesel fuel and up to 5,000 <br /> gallons of gasoline fuel annually. <br /> Truck and trailer washing is performed inside two designated covered service bays (Wash <br /> Rack Area) using two 15-gallon diesel-operated steam cleaners (AGT 3 and AGT 4). The <br /> steam cleaners are located in an open area on the southern portion of the facility. AGT 5 is <br /> an emergency generator with approximate 200-gallon diesel storage tank located on the <br /> western portion of the facility. <br /> Truck and trailer maintenance is performed on-site in the Maintenance Shop Area which <br /> includes five designated covered service bays. The Maintenance Shop typically operates <br /> from 6 AM to 8 PM Monday through Saturday year-round. The Maintenance Shop houses <br /> 10 AGTs including a 480-gallon used oil tank (AGT 6) and a 400-gallon new oil tank (AGT <br /> 7), two 55-gallon drums and one 35-gallon drum containing gear oil, transmission fluid, and <br /> miscellaneous lubricants (AGT 8 through AGT 10, respectively), three 55-gallon drums for <br /> used filters (AGT 11 through AGT 13), an empty 250-gallon tank that previously contained <br /> fresh oil (AGT 14), and a 75-gallon diesel storage tank (AGT 15) equipped with a hand <br /> pump that can be loaded onto a truck to deliver fuel to stranded vehicles. <br /> -2- <br />
