SPCC for Antonini Enterprises Lathrop Facility <br /> should be permanently installed when such treatment is a continuous. In any event, whatever <br /> techniques are used facility drainage systems should be adequately engineered to prevent oil <br /> from reaching navigable waters in the event of equipment failure or human error at the facility. <br /> Note: Facilities that use waste water treatment systems (a system with two or more treatment <br /> units) for treating drainage must have a backup system in place should the system fail. In <br /> accordance with the Professional engineer certification, the water collection and treatment <br /> system must be designed utilizing good engineering practices. The facility must describe the <br /> water collection and treatment systems and its redundancies, including the use of oil water <br /> separators. <br /> Drainage waters are not treated. All the stored fuel that could create a significant spill <br /> are housed within double-wall secondary contained tanks. <br /> There is an oil/water separator on the western portion of the site. Water from the <br /> Wash Rack Area flows outside and drains into the oil/water separator. Water passing <br /> through the separator is discharged to the City of Lathrop Sanitary Sewer System <br /> under a separate industrial wastewater discharge permit (Permit #2012-1). The <br /> discharge permit requires self-monitoring and reporting including a summary of the <br /> discharge dates, measured flows, and results of pH testing. Oil/grease and sediment <br /> collected in the separator is periodically removed as needed by a licensed <br /> subcontractor. <br /> B. Bulk Storage Tanks/Secondary Containment(112.7(e)(2)(i-xi)): <br /> (i) Tank compatibility with its contents: <br /> 112.7(e)(2) Bulk storage tanks (onshore); (excluding production facilities). (i) No tank should be <br /> used for the storage of oil unless its materials and construction are compatible with the material <br /> stored and condition of storage such as pressure and temperature, etc. <br /> Note: Describe in detail the construction of all aboveground storage tanks and their compatibility <br /> with the liquids they hold. Identify which standards (e.g., API standards) of construction have <br /> been followed and features of the individual tanks(e.g., double bottoms, coatings). <br /> 14.982--gallon tank, The diesel supply tank is an aboveground cylindrical fuel storage <br /> tank manufactured by Bryant Fuel Technologies This tank meets API standards, UL <br /> 2085, and is NFPA 30 and 30A compliant. The tank is brand new and was installed <br /> when the facility was purchased in 2013. It is anchored on two carbon steel I-beam <br /> saddles near each end of the tank. The saddles are welded to the tank and anchored <br /> to two concrete pedestal pads using appropriate anchor bolts. <br /> 1.003-gallon tank. The gasoline supply tank is an aboveground rectangular fuel <br /> storage tank manufactured by Bryant Fuel Technologies. It is located adjacent to the <br /> diesel supply tank. The tank is brand new and meets API standards and UL 2085. it <br /> was installed when the facility was purchased in 2013. The tank is anchored to three <br /> concrete pedestal pads using appropriate anchor bolts. <br /> 15-gallon tanks. The two steam cleaners each have approximate 15-gallon single—wall <br /> steel fuel tanks. These steam cleaners and their tanks are new and were added after <br /> the purchase of the Facility in 2013. The tanks appeared structurally sound at the time <br /> of the Site inspection and are mounted on the steam cleaners, which are anchored to <br /> the concrete base. <br /> -11- <br />
