What is written in the
SPCC Plan, it should be followed.
But in the Federal Regulations, a 5 year review minimum is needed. So it is okay to re-design the facility's SPCC
Plan to say a 5 year review.
Attached is the "Return to Compliance Certification"form.
Thuy Tran
Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
Phone (209)468-8257
Fax(209)468-3433
http.//www.sjgov.org/ehd
From: Dave Felter [mailto:dfelter@Ensafe.com]
Sent: Wednesday, May 18, 20112:48 PM
To: Thuy Tran [EH]
Cc: Andrea Gardiner
Subject: Swift Transportation in Lathrop.
Thuy,
Thank you for returning my call; sorry I'm just now getting off the phone again so thought I'd try
your Email. I'll look on your website for the required form but if you have it handy and can Email it
I would appreciate it. The only other question I have is about the plan recertification cycle. We
typically prepare plans designating a 5-year review period unless site conditions change, but on
your inspection form you mention a 3-year cycle. Is 3 years a SJC requirement or is 5 years OK?
Thank you!
Best Regards,
Dave Felter
6/22/2011
