I*v
Email from Raymond von Flue below:
Luis,
1. Upon reviewing the second draft of the used oil tank assessment for Panella Trucking, more items
were found to be missing or need more clarification:
1. Remaining service life of tank: What does 50 years with maintenance mean? What type of
maintenance? Does 50 years include the 15 years already used or is it 50 years from the date of the
assessment? The manufacture states that the tank life for this type of use, is 50 years from the date of
manufacture with proper corrosion protection (Painting). If corrosion appears, the area should be
cleaned to bare metal, primed and painted with a suitable coating.
2. Piping: What type of material? What are the lengths(Fill and Drain)? What are the volumes?
Piping must also be tested. Vacuum line is 1 Y2"schedule 40 about 4'long. Pressure side is 1 %z"
single wire oil resistant rubber hose to top of tank than 1 %z"fill schedule 40 pipe. Volume 389 cubic
inches. 1.7 gals. The drain or unloading line was tested with the tank for a pressure of 5 psi.
3. Secondary containment: Provide a brief description of materials and coatings used to prevent
migration of wastes from the area Provide a discussion of the compatibility and incompatibility of
the containment surface with any waste it may come in contact with. What does the statement in the
assessment „ all impediments in the concrete block have been sealed with a suitable sealant to
prevent leakage” mean? The containment is by a voids felled reinforced concrete block wall that is
unlined. All concrete is permeable to any liquid but concrete has a very low rate ofpermeability.
Any spills would be discovered long before diesel or used oil could penetrate the 8"concrete block
wall or the concretefloor. All penetrations are caulked with sealant
4. Clarification of secondary containment calculations:tank volume calculations must include
acillary equipment and piping affiliated with the tank. Please relabel volume calculations as shown in
the model assessment(a) 10%of aggregate volume, (b)volume of largest tank with the boundary,©)
Volume from a 24hr., 25-year storm,(d)calculated volume of area and arrange data as {Larger of(a)
or(b)} + {Containment area x©)) must be<(d)See mathcad sheet attached
5. Provide a brief description of the site security,Title 22,section 66265.14.
The site is fenced and there is a watchmen on duty 24/7
If you have any questions, please feel fiee to give me a call.
Raymond von Fliie
Senior Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
600 E.
