Visible seem separation was noted on at least one of the bulk storage tanks(Tank 1). Mr. Johal <br /> indicated that their plan is to use all four tanks and that they don't plan on permanently closing any of them at this <br /> time. Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever <br /> repairs are made. The qualifications of personnel performing tests and inspections, frequency and type of testing and <br /> inspections that take into account container size, configuration, and design shall be determined in accordance with <br /> industry standards. Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic <br /> testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive <br /> testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately <br /> conduct the necessary testing and submit a copy of the test results to the EHD, or provide equivalence as allowed by <br /> CFR 112.7(a)(2). <br /> This is a repeat violation, Class II. <br /> 717 CFR 112.8(c)(8)(v) Failed to regularly test liquid level sensing devices to ensure proper operation. <br /> Liquid level sensing devices forthe four existing bulk ASTs have not been tested. Procedures and frequency of testing, <br /> for these devices were not addressed in the Spill Prevention, Control, and Countermeasure (SPCC) plan. Liquid level <br /> sensing devices must be installed in accordance with CFR 112.8 and shall be regularly tested to ensure proper <br /> operation. Immediately conduct all necessary testing of liquid level sensing devices, or provide equivalence as allowed: <br /> by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 719 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> Oily sheen was noted on standing liquid observed inside the secondary containment for the bulk storage diesel tanks. <br /> Also, standing liquid was noted inside the buried piping transition sump and standing liquid and oily sheen was noted <br /> inside the following under dispenser containments (5, 6, 8, 9, and 10).Visible discharges which result in a loss of oil <br /> from a container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts, must be <br /> promptly corrected. Immediately fix all leaks and oil discharges, and manage according to the California Code of <br /> Regulations Title 22 hazardous waste regulations. Submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 4-17-16. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new (or any changes to existing) <br /> Aboveground Petroleum Storage Act (APSA) information online to the California Environmental Reporting System <br /> (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required fields.
