API 653 In-Service Inspection Report <br /> for Inspection <br /> Pacific Ethanol <br /> Tank No. T-7702 August 8,2013 <br /> Stockton, CA Page 6 of 41 <br /> SUMMARY AND REPAIR RECOMMENDATIONS (CONT'D.) <br /> SHELL (CONT'D.): The next external API 653 inspection should be conducted within 5 <br /> years and no later than April 2018 (ref. API 653, Para. 6.3.2.1). Complete API 653 out- <br /> of-service inspection prior to this date would supplement the next external inspection <br /> requirement. <br /> Shell Ultrasonic (UT) testing should be conducted again within 15 years and no later <br /> than April 2028 (ref. API 653, Para. 6.3.3.2). Complete API 653 out-of-service <br /> inspection prior to this date would supplement the next external inspection. <br /> NOZZLES AND APPURTENANCES: Visual (VT) inspection and Ultrasonic (UT) testing <br /> of the nozzles and manway were performed. <br /> Shell Nozzle F does not have a reinforcing plate. Visual (VT) inspection of this <br /> appurtenance found them in acceptable condition. This is provided as information only <br /> and no corrective action is required at this time. Consideration should be given to <br /> installing seal welded reinforcing plate next time major repairs are made to the <br /> shell/nozzle. <br /> Shell Nozzles C, G, J and K have centerline elevations from the center of the nozzle <br /> neck and the bottom edge projection that is less than that required by API 650, Para. 5.7 <br /> and Figure 5-8. These details have been present for an extended period of time with no <br /> issues noted and no corrective action is required at this time. This area should be <br /> monitored in future for signs of accelerated corrosion due to possible increased stress <br /> concentrations. <br /> Shell Nozzle F does not meet the minimum neck thickness requirements of API 650 (ref. <br /> Table 5-6, Column 3). This detail has been present for an extended period of time with <br /> no issues noted and no corrective action is required at this time. This area should be <br /> monitored in future for signs of accelerated corrosion due to possible increased stress <br /> concentrations. <br /> Shell Manway A is a pressure vessel type detail that is not in accordance with API 650, <br /> Para. 5.7.
