Main St <br />Stockton, California 95202-3029 <br />Dear Ms. Tran, <br />May 11, 2010 <br />The Defense Enterprise Support San Joaquin Environmental <br />Office, DESJC-PSS, has reviewed the San Joaquin County <br />Environmental Health Department Aboveground Petroleum <br />Storage Act (APSA) Program Inspection Report dated <br />04/13/2010 and has the following comments. <br />Starting with the Defense Distribution Depot San Joaquin <br />(DDJC) Tracy Facility and continuing on to the DDJC Sharpe <br />Facility inspection, our response to the inspection report <br />findings are as follows: <br />DDJC Tracy Facility: <br />(1) Item 8 - Failed to amend SPCC Plan within 6 <br />months or implement changes within 6 months of <br />amendment when there is an applicable change to <br />the facility. Corrective Action: Page xi of the <br />Plan will be amended to designate the DESJC Site <br />Director as being given the level of authority <br />to commit the necessary resources to fully <br />implement the SPCC Plan (see enclosure C). The <br />removal of an electrical transformer as the <br />result of building demolition does not, in and <br />of itself, materially affect DDJC's potential <br />for a discharge. When conditions described in <br />40CFR 112.5(a) dictate an amendment to the <br />existing SPCC Plan, the list of transformers <br />will be updated as appropriate. <br />(2) Item 16 - SPCC Plan lacks full approval of <br />management at a level of authority to commit <br />the necessary resources to implement the <br />Plan. Corrective Action: (See enclosure C) <br />
