At the time of inspection: 1-12,000g Diesel AST at the fueling station 1-12,000g Gas AST at the fueling station are not in use but have not been properly closed. When a tank is not in use, it must be permanently closed by meeting the following conditions: - remove all liquid and sludge from each container and connecting line - disconnect and blank off all connecting lines and piping have from the tank - close and lock all valves - post a sign conspicuously stating that it is a permanently closed container and denoting the date of closure. Immediately "Permanently Close" all tanks that are not being used or amend the Spill Prevention, Control, and Countermeasure Plan to include all petroleum tanks that have not been permanently closed. This is a minor violation. Overall Inspection Comments: Routine closure inspection today. Defense Logistics Agency (DLA) ceased operations at this location approximately September 2014. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by July 25,2015 . Once the Return to Compliance Certification is received along with a corrective action statement and supporting documentation the facility's aboveground petroleum storage facility permit will be inactivated with the SJC EHD.
