Vulcan respectfully requests a 30 day extension to complete the evaluation and permanent closure/removal of the tanks. Should the evaluation determine permanent closure/removal not being feasible, the SPCC will be revised in accordance with the inspection report dated July 12, 2018. Cesar, Here is the APSA/SPCC inspection report conducted on 07/12/2018 at the Tracy facility. I have also included the requirements for a permanently closed tank. Regarding the closure of the tanks, I have consulted with my supervisor and the Environmental Health Department would only require notification that the tanks are back in operation and CERS updated to reflect APSA as being part of the business activities. As stated in the guidance document, you may want to review the requirements of other agencies that may regulate the tanks, for example the fire district or air resources board if it is decided that the tanks will be Permanently (temporarily) closed.
