The Spill Prevention, Control, and Countermeasure(SPCC) <br /> Plan shall include a facility diagram which must mark the location and contents of each fixed storage container and <br /> the storage area where mobile or portable containers are located. It must identify the location of and mark as <br /> "exempt"underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility <br /> gathering lines. Immediately update the facility diagram to include all of the required information. Submit a legible <br /> copy of the updated facility diagram to the EHD for review. <br /> This is a Class II violation. <br /> 612 CFR 112.7(c) Plan failed to include secondary containment, diversionary structures, or equip to prevent discharge. <br /> The SPCC plan describes generator#1 and generator#4 as each containing a storage capacity of 61 gallons of <br /> diesel fuel.The plan classifies the generators as oil-filled operational equipment and does not address all the <br /> requirements for bulk storage tanks for the generators. If the generators store diesel,they may not be able to be <br /> listed as oil-filled operational equipment. A facility shall provide appropriate containment and/or diversionary <br /> structures or equipment to prevent a discharge. The entire containment system, including walls and floor, must be <br /> capable of containing oil and must be constructed so that any discharge from a primary containment system will not <br /> escape the containment system before cleanup occurs. Immediately provide adequate secondary containment for <br /> all aboveground petroleum storage containers larger than 55 gallons. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork by August 26, 2018. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new(or any changes to <br /> existing)Aboveground Petroleum Storage Act (APSA) information online to the California Environmental <br /> Reporting System (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required <br /> fields.
