Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: LLNL Site 300 Progress Report to the Hazardous Materials Business Plan, <br /> Aboveground Petroleum Storage Act, and RCRA Large Quantity Hazardous Waste <br /> Generator Inspection Reports Issued by San Joaquin County, Environmental Health <br /> Department, Certified Unified Program Agency(CUPA) EPA ID # CA2890090002 <br /> Dear Mr. Naidu, Ms. Rivera and Ms.Vo: <br /> This status report provides the resolution of the violations issued in the Hazardous Materials Plan <br /> (HMP) and RCRA Large Quantity Hazardous Waste(HW) Generator inspection reports <br /> (Attachments 1, and 3,respectively). Please see Attachment 4 and 6 for the specific <br /> resolution of each violation. <br /> As stated in the letter dated December 4, 2015, the Aboveground Petroleum Storage Act (APSA) <br /> violations will be corrected no later than six months from the date that the CUPA violation report <br /> was received by LLNL's Site 300. The proposed due date is May 4, 2016. LLNL Site 300 is <br /> rewriting the Spill Prevention Control and Countermeasure(SPCC) Plan to address all seven <br /> APSA violations in Attachments 2 and 5. <br /> All HMBP violations have been rectified with the filing of the annual HMP update. Enclosed is <br /> a screenshot of LLNL Site 300 CERS submittal of the Hazardous Material Inventory, Facility <br /> Information, and Emergency Response and Training Plans, dated January 11, 2016 (Attachment <br /> 7). <br /> Return to Compliance Certifications for the HMP and the HW Generator are included in <br /> Attachments 8 and 9 and resolve the violations accepted in the first violation response. <br /> A revised LLNL Site 300 Waste Accumulation Area Contingency Plan, dated January 2016 is <br /> included in Attachment 10 and has been distributed to off-site mutual aid agencies.
