disposed of properly when empty . The structures are 24 inches in height and sufficient to contain the
contents of the largest container .
Area E — Equipment Maintenance Area
Area E consists of a 500-gallon double-walled diesel tank situated on a trailer, a mobile fuel/lube transfer
truck, a 10, 000-gallon double -walled diesel tank situated in a vault, a 500-gallon used oil single -walled tank, an
empty 4, 000-gallon diesel tank and an empty 10, 000 diesel tank . The 500-gallon double -walled diesel tank
and the fuel/oil compartments on the mobile fuel/lube transfer truck are filled from the top and offloaded
through pipes attached to the trailer/truck . The 10,000-gallon double-walled diesel tank is filled through a
single hose connection inside of a box on the west side of the tank . The pump for this diesel tank, along with
various 5 -gallon buckets, are located immediately adjacent to the tank inside of a connex and are situated on
two ( 2 ) 6" containment pans .
The used oil tank is covered by a three -sided enclosure and is filled from the bottom in small quantities
through a connection to a used oil filter draining bin . The containment tray under the used oil tank and used
oil filter draining bin is 19 . 5" in height and , combined with active secondary containment measures, is
sufficient to contain the contents of the tank . General secondary containment is described in Section 5. 2
Review of Specific Requirements for Bulk Storage Containers .
Operational Equipment
Oil filled operational equipment at the Facility includes eleven ( 11 ) transformers located near the Hot Plant
and the Rock Plant areas ( six of the eleven transformers are shown on Appendix D ) . The transformers are
protected from vehicle and equipment impact by the concrete filled steel bollards or buildings . Oil is generally
not transferred to or from the transformers . Oil filled operational equipment is not regulated by 40 CFR Part
112 or APSA .
5 . 2 Review of Specific Requirements for Bulk Storage Containers
Ref: 40 CFR 112. 8(c) Bulk storage containers; Ref: EPA Response to Industry
Questions, Sep . 30, 2002 : Guidance on constraining precipitation ; Ref: EPA Response
to Industry Questions, Sep . 30, 2002: Guidance on container devises to avoid
overfills, Section 112 .8(c) (8). ; Ref: December 2006 EPA SPCC Amendments Re :
Streamlined Requirements for Mobile Refuelers; Ref: 2013 SPCC Guidance for
Regional Inspectors
This section lists the specific requirements in § 112 . 8 ( c ) Bulk storage containers . A facility response addresses
each requirement and describes how the facility complies .
You must:
(1 ) Not use a container for the storage of oil unless its material and construction are compatible with the
material stored and conditions of storage such as pressure and temperature.
Facility Response : Only compatible containers are used for material storage .
(2) Construct all bulk storage container installations so that you provide a secondary means of
containment for the entire capacity of the largest single container and sufficient freeboard to contain
precipitation . You must ensure that diked areas are sufficiently impervious to contain discharged oil.
Dikes, containment curbs, and pits are commonly employed for this purpose.
