Cesar Ruvalcaba [EH]
To: Garrett Backus [EH]; Muniappa Naidu [EH]
Subject: RE:405 Vasconcellos Ave. Manteca, CA - SPCC Plan
From: Cesar Ruvalcaba [EH]
Sent: Monday, November 5, 2018 4:08 PM
To: Garrett Backus [EH] <gbackus@sjcehd.com>; Muniappa Naidu [EH] <Mnaidu@sjcehd.com>
Subject: RE:405 Vasconcellos Ave. Manteca, CA-SPCC Plan
Actually I have the new SPCC plan both the plan and the SP001 testing report are dated on the same day but performed
prepared by separate companies. The PE has certified both tanks.
From: Cesar Ruvalcaba [EH]
Sent: Monday, November 5, 2018 3:57 PM
To: Garrett Backus [EH] <gbackus@slcehd.com>; Muniappa Naidu [EH] <Mnaidu@slcehd.com>
Subject: FW: 405 Vasconcellos Ave. Manteca, CA-SPCC Plan
Attached is an integrity testing report for two 10,000 gallon tanks. It is suggested in the report that one of the tanks may
be an UST being used as an AST and there are also grounding issues. Since most of the requirments fall under the fire
code, I tried to inform the Manteca fire depertment. Manteca fire stated that they do not inspect the AST's,the CUPA
would be the ones to contact. I let them know we were the CUPA but didn't pursue it any further since they don't do the
inspections anyway. Whether the tank is a UST or not, there are fire code violations.
I am awaiting on the SPCC plan to be completed. There was a previous plan in place where the engineer certified the
tanks. An SP001 inspection had never been conducted prior to this. I will await to see what the engineer that certifies the
plan does.
From:Jon Lorente<jonl@efuelco.com>
Sent: Friday, October 12, 2018 11:07 AM
To: Cesar Ruvalcaba [EH] <cruvalcaba@sicehd.com>
Subject: Re: 405 Vasconcellos Ave. Manteca, CA-SPCC Plan
Inspector Ruvalcaba,
Attached are the results from the sp 001 Integrity Test. As I stated in my last email, the necessary repairs are scheduled
and I will send the return to compliance document after completion. If you need it before then, please let me know and I
am happy to send verification of what has been done/corrected.
Thank you,
Jon Lorente
Director of Compliance and Safety
i
