Cesar Ruvalcaba [EH] <br /> From: Cesar Ruvalcaba [EH] <br /> Sent: Thursday, December 27, 2018 3:55 PM <br /> To: 'Trey@mantecafire.org' <br /> Subject: Aboveground Storage Tank with possible fire code violations <br /> Attachments: Integrity Test Results-405 Vasconcellos.pdf <br /> Chief Rey, <br /> After one of our routine Aboveground Petroleum Storage Act (APSA) inspections,the facility at 405 Vasconcellos Ave in <br /> Manteca, conducted an integrity inspection on their 10,000 gallon diesel tanks to comply with their Spill Prevention, <br /> Control, &Countermeasure (SPCC) plan.The integrity inspection report, conducted by a certified inspector, suggests <br /> that one of the tanks may have been an Underground Storage Tank(UST).The report states that the tanks lack <br /> emergency venting and proper grounding. <br /> In doing some research, California State Fire Marshal Information Bulletin 14-005 was found, which prohibits USTs being <br /> used as ASTs. The bulletin references Section 5704.2.7, of the California Fire Code.
