Washington Street, Suite I <br />Stockton, CA 95201 <br />RE: Soil Remediation Now Completed at 1789 Charter Way at <br />Fresno Street, Stockton, CA <br />Dear Sirs: <br />Under the authority of a permit issued by your office on <br />September 4, 1990 (please see copy attached), in accordance <br />with specifications for work set forth by members of your staff <br />during site visits, and subsequent to being advised by the San <br />Joaquin County Public Health Services Department and the Central <br />Valley Regional Water Quality Control Board that they did not <br />wish to oversee or otherwise become involved in the project <br />described below, Uriah Environmental Services staff have <br />undertaken, and now completed, the passive aeration of 1,531 <br />cubic yards of soils previously excavated at the referenced <br />site following the removal of underground fuel storage tanks <br />and the demolition of on site structures (i.e. Bill's Bait Shop). <br />Copies of the reports prepared by ChromaLab, Inc. of San Ramon, <br />a State certified hazardous waste analytical facility, confirm <br />that Total Petroleum Hydrocarbons as Gasoline (TPH-G) have been <br />reduced to below the limits of detection (i.e. 2.5 parts per <br />million). As indicated within the enclosed laboratory reports, <br />selected samples were also analyzed for the aromatic constituents <br />of gasoline (benzene, toluene, ethylbenzene, and total xylenes <br />(BTEXJ which were also non-detected (i.e. below 5 parts per <br />billion each). The analytical protocol utilized by the <br />laboratory were those specified for certified analyses for the <br />contaminants referenced... EPA Methods 5030/8015-8020. Sampling <br />was also conducted as appropriate by driving a clean brass tube, <br />1.9 inches in diameter by 6.0 inches in length, into the <br />treatment beds at varying depths until such time as the tube <br />was completely filled with a consolidated volume of soil.
