(Discharger) for the Former Spreckels Sugar Company, Parcel 35 at 407 <br />Spreckels Avenue in Manteca, San Joaquin County (Site). The Closure Work Plan summarizes <br />previous investigation work and proposes additional investigative work to fill in data gaps in the <br />existing data set. <br />Previous Investigations and Proposed Scope-Of-Work <br />A number of Phase II investigations were completed on the Site beginning in 1997 to evaluate <br />potential impacts from the sugar-processing facility. At the time, oversight of the environmental <br />activities was completed by the San Joaquin County (County); however, Site closure was never <br />granted by the County. The Discharger is now seeking Site closure from the Central Valley <br />Water Board. To facilitate closure, the Closure Work Plan compares the previous investigation <br />results to the current screening levels and provides recommendations for moving towards <br />requesting no further action for the Site. <br />The Site investigation areas have been divided out into eleven operable units based on previous <br />Site operational activities, as shown in Table 1 below. During the Phase II investigations, <br />numerous potential constituents of concern (COCs) were evaluated in each operable unit area. <br />The Discharger compared the previous Phase II investigation results against the current <br />residential, industrial, and groundwater protection screening levels to determine what additional <br />evaluations and what additional data are needed for site characterization.
