Piccoli Road, Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Routine Aboveground Petroleum Storage Act Inspection report <br /> # 8. Failed to amend SPCC Plan within 6 months, or implement changes within 6 months of amendment <br /> when there is an applicable change to the facility. A new diesel emergency generator approximately 250 <br /> gallons located by the dry grocery building was installed within the past 5 years. It was not found in the <br /> inventory on Table 5 of the SPCC. Amend the Plan when there is a change in facility design, <br /> construction, operation or maintenance that materially affects its potential for discharge as described in <br /> CFR 112.1(b). Changes includes but not limited to: de/commissioning containers, replacement, <br /> reconstruction, or movement of containers; reconstruction, replacement, or installation of piping <br /> systems; construction/ demolition that may alter secondary containment structures, changes of products/ <br /> service; revision of standard operation or maintenance procedures at facility. Amendments must be <br /> made within 6 months, implemented as soon as possible, but not later than 6 months following <br /> preparation of the amendment. Correct by adding the installed diesel emergency generator to the <br /> inventory and site map. <br /> # 10. Failed to complete a review and evaluation of the SPCC Plan at least once every 5 years. SPCC <br /> Plan document was produced in May 2005. No documentation of review and evaluation of Plan was <br /> found throughout the Plan. Correct by completing a review and evaluation of the SPCC Plan at least <br /> once every 5 years. Document that a review and evaluation was done on the Plan, and sign a statement <br /> whether you will amend the Plan, either at the beginning or end of the Plan or in a log or appendix to the <br /> Plan. Following words will suffice, "I have completed review and evaluation of the SPCC Plan for (facility <br /> name) on (date), and will/will not amend the Plan as a result." Correct by adding the above information <br /> to the Plan. <br /> # 11. Failed to have Professional Engineer (PE) certify technical amendments within 6 months. The <br /> addition of the emergency generator located by the dry grocery building requires a PE certification. <br /> Technical amendments is when there is a change in facility design, construction, operation, or <br /> maintenance that affects its potential for discharge.
