CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />ORDER NO. 89-234 <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />WEST LANE MOBILE HOME PARK <br />AND <br />JOE PASSALACQUA <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, <br />(hereafter Board) finds: <br />I. West Lane Mobile Home Park submitted a Report of Waste Discharge, dated 25 <br />May 1989. The property (Assessor's Parcel No. 059-060-29) is owned by Joe <br />Passalacqua. West Lane Mobile Home Park and Joe Passalacqua are hereafter <br />referred to as Discharger. <br />2. The Board, on 28 February 1975, adopted Order No. 75-20, National Pollutant <br />Discharge Elimination System (NPDES) permit No. CA0080101, which prescribed <br />requirements for a discharge from West Lane Mobile Home Park to Pixley <br />Slough, a water of the United States. Order No. 75-20 expired on 1 February <br />1980. The Discharger now disposes of all its wastewater on land and no <br />longer discharges to Pixley Slough; therefore, an NPOES permit is no longer <br />required. <br />3. The Discharger discharges an average of 16,00 gpd of domestic wastewater <br />from 80 monde homes spaces tO a 18,000 gpd sewage treatment system. The <br />sewage treatment system consists of a package treatment plant, two 2 -foot <br />deep polishing ponds, and twelve 25 -foot deep seepage pits (see Attachment <br />A). Mere are fifteen other seepage pits, adjacent to the treatment plant, <br />that could be used in an emergency after the pits are dried and renaire . <br />4. <br />5. <br />The Report of Waste Discharge states that 36 inches diameter x 25 feet deep <br />seepage pits are at least 12 feet apart and the estimated depth from the <br />bottom of the seepage pits to first ground water is 27 feet. Percolation <br />test results indicate that these 12 see a e pits have the c--apacity to <br />adequatelydispose of the Discharger s wastewater and t e seepage pits are <br />incompliance with an Joaquin County Sewage Disposal Regulations. <br />Present <br />Present waste discharge requirements established by Order No. 75-20, NPDES <br />No. CA0080101, are neither adequate nor consistent with plans and policies <br />of the Board. <br />6. West Lane Mobile Home Park is in SW -4 of Section 26, T314, R6E, MDB&M, with <br />surface water drainage to Pixley Slough, tributary to Disappointment Slough <br />(see Attachment B). <br />2 - <br />
