7
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
c` , e CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. Q6, -2,a
FOR
FOX VALLEY CORPORATION
AND
FOX RIVER PAPER COMPANY
RIPON MILL
SAN JOAQUIN COUNTY
Existing monitoring wells show that the past discharge from the Ripon Mill has degraded ground
water quality. The Discharger has made substantial improvements in the quality of waste water
which it discharges. This is a Corrective Action monitoring program, the purpose of which is to
determine whether measures taken by the Discharger are sufficient to clean up the effects of past
waste discharges to ground water and to determine if the continued discharge of waste water to
land needs to be contained in a waste management unit described in California Code of
Regulations, Title 23. Division 3, Chapter 15 (Chapter 15). Currently the discharge is not
classified as a designated waste due to analysis and certification by David A. Lawrence, C.E.G.
618. This monitoring program will serve to verify that decision.
REPORTING
In reporting the monitoring data, the Discharger shall arrange the data in tabular or graphical form
so that the date, the constituents, and the concentrations are readily discernible. The data shall be
summarized in such a manner to illustrate clearly the compliance with waste discharge
requirements.
Monthly monitoring reports shall be submitted to the Regional Board by the 20th day of the
following month. Quarterly monitoring reports shall be submitted to the Regional Board by the
20th day of the following month following the end of the quarter.
The results of any monitoring done more frequently than required at the locations specified in the
Monitoring and Reporting Program shall be reported to the Board.
Upon written request of the Board, the Discharger shall submit a report to the Board by
30 January of each year. The report shall contain both tabular and graphical summaries of the
monitoring data obtained during the previous year. In addition, the Discharger shall discuss the
compliance record and the corrective actions taken or planned which may be needed to bring the
discharge into full compliance with the waste discharge requirements.
WATER SUPPLY MONITORING
A sampling station shall be established where a representative sample of the process water supply
can be obtained. Water supply monitoring should include process Wells Nos. 4, 5, 6, 7, and 8.
Water supply monitoring shall include at least the following:
Sampling
Constituents Units Frequency
Standard Minerals mg/1 Annually
Electrical Conductivity µmhos/cm Annually
@ 25°C
Total Dissolved Solids mg/1 Annually
