STOCKTON March 12 2015 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item # Remarks 314 CCR 2631(a) Primary containment not tight (pre -Jul 2003). The piping on the dispenser 1/2 piping was observed to be seeping, with a small amount of liquid pooled in the UDC, indicating a leak in the primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. This is a repeat violation, Class II. 321 CCR 2636(c)(1) All releases in secondary piping do not flow to a collection sump. The drain hole in the flex piping on the south diesel piping in the diesel STP sump was observed facing upward. Any potential release from the primary containment into the secondary containment in the diesel piping does not flow into a collection sump. All secondary containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the underground piping. The drain was adjusted to the correct position at the time of inspection. This was corrected on site. This is a repeat violation, Class II. 2010 CCR 2660(k) Repair for tank or piping not tested for tightness after completion of the repair pursuant to permit conditions. Piping replacement was done on the satellite #1 piping run on June 7, 2012 and tightness testing results have not been submitted prior to operating the tank. Immediately provide copies of the test results to the EHD. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by April 11, 2015. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance.
