PACIL � BELL FACILITY — UE656 <br />The facility consists of the building with an employee parking lot located to the rear of the building. The entrance to the employee parking <br />lot is on the west side of the building with the exit drive on the east side. The entire area of the property outside of the building is paved <br />with asphalt. The paved surface has an underground storm drainage system that connects to the municipal system <br />The 3,000 -gallon Enviro-Vault aboveground fuel storage tank is a cylindrical concrete vaulted double wall steel tank. The inner tank- <br />is <br />ankis totally enclosed within a bladder to provide corrosion protection as well as an immediate path for an external monitor. The annular <br />space between the primary tank and the secondary is filled with a minimum of six inches of light concrete to provide a minimum two-hour <br />fire protection. <br />The tank is U. L. Listed and is designed to be compatible for fuel storage. All tank penetrations are through the tank top above the fuel <br />level. The primary tank is atmospherically vented through a standard vent tube. The primary and secondary tanks have separate <br />emergency relief vents. <br />The tank is supported on integral steel saddles welded to the exterior secondary containment tank. The steel saddles are bolted to the <br />concrete pad foundation. The foundation installation is consistent with tank manufacturer recommendations. <br />The entire exterior of the tank is visible for inspection. <br />The tank is labeled NO SMOKING and DIESEL on the two ends. No NFPA diamond is installed. <br />The tank fill is provided with spill containment with a hinged locking cover and an overfill device installed in the drop tube. <br />The tank has a float -operated level gauge that provides visual indication of tank- level to a low degree of resolution. The gauge is visible <br />for tank filling operations. A Veeder-Root Tank Overfill Alarm (audible, visual light) is mounted on the adjacent building wall by the <br />fill. <br />The tank is monitored by a Veeder-Root TLS -350 Tank Level Sensing System. The TLS -350 control panel is located inside the <br />emergency generator room. The TLS -350 is remotely monitored at the Pacific Bell Environmental Control Center. The TLS -350 has <br />the following capabilities for this site: <br />Interstitial leak detector <br />Tank level probe <br />High Liquid Level Alarm <br />Overfill Alarm with Audible and Visual Signal mounted on building wall near the tank fill <br />Low Level Alarm <br />Operating status of the generator and run time <br />Two aboveground lines connect the tank with the emergency generator engine for fuel supply and return. The above ground piping is <br />black iron. The supply and return piping is secondarily contained within clear secondary pipe from the valves on top of the tank to the <br />ells and unions outside of the generator enclosure including the sections of flexible pipe. This section is visibly monitored. The short <br />horizontal portion between the tank and the generator enclosure is protected from pedestrian traffic by a welded metal step. <br />5 of 10 <br />
