The Spill Prevention, Control, and <br /> Countermeasure (SPCC) Plan shall include a facility diagram which must mark the location and contents of each fixed <br /> storage container and the storage area where mobile or portable containers are located. It must identify the location of <br /> and mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including <br /> intra-facility gathering lines. Immediately update the facility diagram to include all of the required information. Submit <br /> a legible copy of the updated facility diagram to the EHD for review. <br /> This is a Class II violation. <br /> 609 CFR 112.7(c) Failed to provide secondary containment, diversionary structures, or equipment to prevent discharge. <br /> The reviewed SPCC plan didn't provide an adequate description and the indication of adequacy of the available <br /> secondary containment and/or diversionary structures or equipment to prevent a discharge. A facility shall provide <br /> appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire containment <br /> system, including walls and floor, must be capable of containing oil and must be constructed so that any discharge <br /> from a primary containment system will not escape the containment system before cleanup occurs. Immediately <br /> provide adequate secondary containment for all aboveground petroleum storage containers larger than 55 gallons. <br /> This is a Class II violation. <br /> 618 CFR 112.7(h)(1) Loading/unloading rack containment system not properly sized. <br /> The adequacy of the secondary containment for the onsite loading rack was not available in the reviewed SPCC plan. <br /> Several drains were noted in the loading rack area, one of the drains was full of the standing liquid. A facility must <br /> provide sufficient secondary containment capable of holding at least the maximum capacity of any single compartment <br /> of a tank car or truck loaded or unloaded at the facility. Immediately begin implementing the necessary procedures, <br /> as described in the Spill Prevention, Control, and Countermeasure Plan, to provide sufficient secondary containment in <br /> all tank car and tank truck loading and unloading areas. <br /> This is a Class II violation. <br /> 619 CFR 112.7(h)(2) Failed to provide vehicular departure system loading and unloading racks. <br /> The adequacy of the onsite vehicle departure system in the loading/ unloading area was not discussed in the reviewed <br /> SPCC plan. The facility must provide an interlocked warning light or physical barrier system, warning signs, wheel <br /> chocks or vehicle brake interlock system in the loading/unloading area to prevent vehicles from departing before <br /> complete disconnection of flexible or fixed oil transfer lines. Immediately provide a means of preventing vehicle <br /> departure prior to transfer line disconnection that is in accordance with 40 CFR Part 112 and your Spill Prevention, <br /> Control, and Countermeasure Plan, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Page 4 of 6 <br />
