Kirk Larson, PG , and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 CUF Claim No . 1696 <br /> Subject: 2050 Fremont Street E , Stockton , CA <br /> Annual Five-Year Review Update Recommendations June 2011 <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> the annual five-year review update letter dated 28 June 2011 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF recommends that the EHD direct the Responsible Party (RP) to assess other remedial <br /> technologies, including sparging, to determine the most cost-effective approach to achieve <br /> water quality objectives (WQOs) in a timely manner. <br /> Between 29 December 2010 and 04 January 2011 , mixed compounds were injected in targeted <br /> zones to remediate impacted groundwater through insitu chemical oxidation ; three monitoring <br /> events culminating on 16 February 2011 , did not document any significant decrease of <br /> dissolved contaminants, in fact several had increased beyond previously detected <br /> concentrations ; dissolved oxygen concentrations were not reported. No data acquired after 16 <br /> February 2011 has been submitted or reported the EHD .
