As I said before , this work is
proposed to comply with the conditions set by the Regional Board to obtain a. general
permit . The results from the sampling will be evaluated in respect to the general permit ,
not as part of the on - going site investigation . I have no authority over general permits ,
or their conditions , issued by the Regional Board .
Perhaps the Regional Board has given tacit approval when they said " I do not have a
preference " ?
Lori Duncan , Senior REHS
San Joaquin County
Environmental Health Department
lduncan@sjcehd , com
( 209 ) 468 - 0337 phone
( 209 ) 468 - 3433 fax
- - - - - original Message - - - - -
From : Jim Barton [mailto : jbarton@waterboards . ca . gov]
Sent : Wednesday , September 08 , 2010 3 : 29 PM
To : adeicke@advgeoenv . com ; Lori Duncan [EH]
CC : Bob Marty ; Todd . Barton and MS Duncan ,
As you are both aware , AGE requested permission from ATC & Associates of Modesto , to
sample nine of the wells associated with the former Stockton City Cab Company site ( 2085
East Fremont Street ) . The request to sample these wells was generated to meet the Regional
Board requirements for down- gradient transition and compliance wells for the ISCO
injection pilot study and to alleviate the cost of installing new wells for the pilot
study .
Today , ATC responded and stated their concerns and conditions . ATC states that there are
access issues on the site due to the current use as a used car lot . Further , ATC wants to
ensure no cross contamination of the wells occurs . First , ATC will require a written
agreement between AGE and ATC concerning the sampling during the pilot study . Second , ATC
will require ATC personnel to collect the samples . The sampling coordination would be as
follows :
1
