A review and evaluation of the SPCC Plan must be conducted at least once every 5 years. As a <br /> result of this review and evaluation, the SPCC Plan must be amended within 6 months of review, and recertified by a <br /> Professional Engineer if any technical amendments were made. Immediately conduct a review of the facility SPCC <br /> Plan and make any necessary amendments. <br /> This is a Class II violation. <br /> 603 CFR 112.7(a)(3) Failed to adequately describe the physical layout of the facility in the Plan. <br /> The facility map did not mark the contents of the aboveground tanks or show the location of the drum storage area. <br /> The Spill Prevention, Control, and Countermeasure(SPCC) Plan shall include a facility diagram which must mark the <br /> location and contents of each fixed storage container and the storage area where mobile or portable containers are <br /> located. It must identify the location of and mark as"exempt' underground tanks. It must also include all transfer <br /> stations and connecting pipes, including intra-facility gathering lines. Immediately update the facility diagram to <br /> include all of the required information. Submit a legible copy of the updated facility diagram to the EHD for review. <br /> This is a Class II violation. <br /> 612 CFR 112.7(c) Plan failed to include secondary containment, diversionary structures, or equip to prevent discharge. <br /> The SPCC Plan did not discuss drum secondary containment. The entire containment system, including walls and <br /> floor, must be capable of containing oil and must be constructed so that any discharge from a primary containment <br /> system will not escape the containment system before cleanup occurs. Immediately amend the SPCC Plan to <br /> include secondary containment for all regulated containers and tanks. <br /> This is a Class II violation. <br /> 613 CFR 112.7(c) Failure to provide appropriate secondary containment, diversionary structures or equipment. <br /> No secondary containment devices were available for the 55 gallon liquid drum. A facility shall provide appropriate <br /> containment and/or diversionary structures or equipment to prevent a discharge. A facility shall provide appropriate <br /> containment and/or diversionary structures or equipment to prevent a discharge. The entire containment system, <br /> including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a <br /> primary containment system will not escape the containment system before cleanup occurs.
