A facility shall provide appropriate <br /> containment and/or diversionary structures or equipment to prevent a discharge. Portable oil storage containers <br /> must be positioned or located to prevent a discharge and shall be furnished with a secondary means of containment <br /> sufficient to contain the capacity of the largest single container with sufficient freeboard to contain precipitation. <br /> Immediately provide sufficient secondary containment for all portable containers at this facility, or provide <br /> equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 723 CFR 112.8(d)(3) Failed to design pipe supports to minimize abrasion/corrosion and to allow for <br /> expansion/contraction. <br /> Fuel piping on the south side of the tanks was observed with the paint scraped off at the pipe support clamp. Pipe <br /> supports shall be designed to minimize abrasion and corrosion, and allow for expansion and contraction. <br /> Immediately take corrective actions to prevent piping abrasion by pipe supports and to provide adequate corrosion <br /> protection for all piping. <br /> This is a minor violation. <br /> 4010 40 CFR 112.7 Failed to have management approval. <br /> The management approval section of the SPCC Plan was left blank. The Spill Prevention, Control, and <br /> Countermeasure (SPCC) Plan must have the full approval of management at a level of authority to commit the <br /> necessary resources to fully implement the Plan. Immediately obtain required management approval for the SPCC <br /> Plan for this facility. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 20, 2017. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new(or any changes to existing) <br /> Aboveground Petroleum Storage Act (APSA) information online to the California Environmental Reporting System <br /> (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required fields.
