The AST has underground double wall fiber glass lines
to the dispenser. What does regularly mean? How should it be tested? Will the test results be kept with the Plan?
Q2: page 9, Over fill prevention has high liquid level alarms. What is the level alarm/capacity tank level set at to
trigger the audio sound? How often is it tested?
Q3: page 10, are the SPCC managers trained to teach their employees?
Q4: page 10, Are warning signs and chock blocks provided at loading areas?Who are they provided by?
Q5: page 11, key personnel to report the spill should also report to SJC EHD also for any amount. Why is it at 50
gallons the discharge is reported?
Q6: Figure 2, site plan missing elements found in CFR 112.7(a)(3): location of portable containers, connecting
pipes
Q7: Attachment B. Are the transformers inspection needed if there is none on site?
The facility is still in compliance as long as the SPCC Plan is accessible on site, is followed, practiced and it is PE
certified. I will be looking at the Plan more thoroughly during next inspection in 2014.
Thuy Tran, Sr. REHS
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
Phone (209)468-8257
Fax (209)468-3433
http,//www.sigov.or /ehd
2/3/2012
