Page 1 of 1 <br /> Garrett Backus [EH] <br /> From: Garrett Backus [EH] <br /> Sent: Friday, February 10, 2012 11:20 AM <br /> To: 'Kalei.Theodore@stocktongov.com' <br /> Cc: 'hmc@stationrepair.com'; Raymond von Flue [EH]; Willy Ng [EH]; Kasey Foley [EH]; Rodney <br /> Estrada [EH] <br /> Subject: North Stockton PD facility-above ground storage tank closure <br /> Hi Kalei, <br /> To inactivate an above ground storage tank(AST) in our system the following is required: <br /> The 6000 gallon gasoline fuel tank at 7209 Tam 9Shanter Drive, Stockton is regulated by the Environmental <br /> Health Department under the Aboveground Petroleum Storage Act(APSA)(California Health and Safety Code <br /> 25270). <br /> This tank can be removed from APSA regulation by putting the tank into"permanent closure" as defined in Code <br /> of Federal Regulations (CFR)Title 40 section 112.2. Note that when the tank is placed back in service it is once <br /> again regulated by the Environmental Health Department(EHD) under APSA. <br /> Put the tank into permanent closure by doing the following: <br /> 1. Remove all liquid and sludge from the tank and connecting lines. Removing all of the fuel and sludge will <br /> probably require rinsing of the tank. Dispose of this hazardous waste (HW) by using a hazardous waste <br /> hauler. Send a copy of the HW manifest to the EHD to show proper cleaning of the tank and handling of <br /> the waste. <br /> 2. All connecting lines and piping must be disconnected from the tank and blanked off, all valves(except for ventilation <br /> valves)must be closed and locked, and conspicuous signs must be posted on each tank stating that it is a <br /> permanently closed container and noting the date of closure. The signs should state"permanently closed tank and <br /> the date of closure. <br /> 3. Notify the local fire department of the tank closure for any additional requirements. <br /> 4. After the closure is finished, send a copy of the HW manifest to the EHD. Also send a written statement to the EHD <br /> explaining that the closure is complete. Explain what was done to close the tank. Photographs can be included but <br /> are not mandatory. <br /> 5.
