JAGENDER SINGH TO <br />INVESTIGATE HIS SITE AS A RESULT OF A REQUEST HE RECEIVED FOR INFORMATION <br />RELATING TO AN ENVIRONMENTAL REVIEW OF PROPERTIES IN HIS AREA. WHILE <br />EXAMINING THIS SITE, A USED CAR LOT, I DISCOVERED AN UNDERGORUND FUEL <br />STORAGE TANK -AFTER FINDING A VENT LINE. IT WAS NECESSARY TO REMOVE QUITE <br />A FEW ITEMS OF PARTS, LUMBER AND OTHER MATERIALS TO LOCATE THE FILL PORT. <br />THE TANK HAS AN ODOR OF GASOLINE. I INDICATED TO MR. JAGENDER THAT HE <br />SHOULD NOTIFY YOUR OFFICE IMMEDIATELY OF THIS TANK. HE FURTHER INDICATED <br />A DESIRE TO HAVE THE TANK PROPERLY REMOVED. I EXPLAINED TO MR. JAGENDER <br />THAT I WOULD HAVE TO SUBMIT AN APPLICATION FOR A PERMIT TO SAN JOAQUIN <br />COUNTY ENVIRONMENTAL HEALTH DIVISION AS WELL AS THE CITY OF STOCKTON <br />FIRE DEPARTMENT. <br />MR. SINGH INDICATED TO ME THAT HE PURCHASED THE PROPERTY APPROXIMATELY <br />TWO (2) YEARS AGO FROM JOHN CYR REALTY ACTING AS BROKER. HE FURTHER <br />REPORTED THAT THE SELLER WAS THE GEWECKE AUTOMOBILE DEALER GROUP WHO <br />PREVIOUSLY OPERATED THE SITE ALSO AS A USED CAR LOT. FURTHER, MR. JAGENDER <br />REPORTED THAT A PHASE I ENVIRONMENTAL REPORT WAS COMPLETED BY GEWEKE AS <br />A CONDITION OF SALE AND THE TANK WAS NOT REPORTED IN THE PHASE I. I HAVE <br />NOT SEEN THE PHASE I NOR HAVE I CONFIRMED THE INFORMATION AS REPORTED TO <br />ME BY MR. JAGENDER. MR. JAGENDER HAS INDICATED HE IS TERMINATING HIS <br />AUTO SALES BUSINESS AT THIS SITE, HAS ALREADY SUBLEASED THE PROPERTY AND <br />HIS PRIMARY DESIRE IS THAT THIS TANK IS REMOVED PROPERLY UNDER PERMIT. <br />OUR EXAMINATION INDICATES THE TANK PROBABLY IS AN OLDER 1,000 GALLON <br />TANK AND MAY BE A 500 GALLON TANK. THE VENT LINE IS PRESENT AND THE <br />OLD SMALL DISPENSER CONCRETE PAD IS PROXIMATE TO THE WEST OF THE TANK <br />AREA ABOUT THREE (3) TO FIVE (5) FEET WEST AND IMMEDIATELY BEHIND THE <br />SOUTHERLY WALL OF A SMALL STORAGE BUILDING IN THE REAR SOUTHWESTERLY <br />CORNER OF THE PROPERTY. HEREIN IS OUR PERMIT APPLICATION AND FEES FOR <br />REMOVAL OF THE ONE (1) TANK ON THIS SITE.
