<br />The Central Valley Regional Water Quality Control Board (CVRWQCB) has become the lead agency
<br />providing regulatory oversight of the investigation of contamination at the above referenced site resulting
<br />from an unauthorized release of petroleum from underground storage tanks (UST). The State Water
<br />Resources Control Board (SWRCB) has requested that those sites where the CVRWQCB has become the
<br />lead agency be removed the San Joaquin County Environmental Health Department (EHD) Local Oversight
<br />Program (LOP).
<br />Previously, EHD inspection costs were invciced to the SWRCB through our LOP contract so you did not
<br />have to pay those costs. Since your site must be removed from the LOP, payment for the cost of EHD
<br />inspection time will be your responsibility.
<br />San Joaquin County Ordinance Code requires well permits be obtained from EHD whenever any type of
<br />well/boring are to be constructed including those for environmental investigation and that inspections of the
<br />work be performed. EHD must charge for the staff time spent inspecting and permitting these wells/borings.
<br />The current hourly rate charged by EHD is $93. In order to process any future well/boring permit
<br />applications needed to conduct work required by the CVRWCB, an account must be established with EHD.
<br />Enclosed is a Master File Record (MFR) for you to complete and return to EHD with a payment of $279
<br />(minimum 3 hours). This payment will be credited to your account code for this site and is required before
<br />the next well/boring permit can be issued. After the first three hours of work, staff time on your site will be
<br />multiplied by the hourly rate, and you will be billed for the calculated amount.
<br />The CVRWQCB will continue to comment, direct, and approve investigative and remedial proposals and
<br />EHD will continue to process, issue, and conduct grout inspections as required by San Joaquin County
<br />Ordinance Code.
