The Order requires that you "Install and continuously operate a
groundwater pump and treat (GWP&T) system in the area of the highest groundwater MtBE contamination",
and states "Any interruption in the operation of the cleanup system(s), other than for scheduled maintenance,
without prior approval of the Executive Officer, is a violation of this Order." Your Groundwater Modeling
Report, received 31 January 2005, requested a temporary halt of the GW P&T system at your, site, to allow a
rebound test. Subsequently Regional Board staff (staff) has reviewed the file (see memo Attachment).
You have made progress working towards compliance with the Order. Since there is adequate technical
justification to conduct a rebound test, I concur with staff's recommendation to allow a rebound test. You may
temporarily cease operating the GW P&T system and begin conducting monthly rebound sampling. You must
also continue to conduct routine quarterly sampling and reporting per the Quarterly Reporting section in the
Order. By 1 August 2005, you must submit a report with an evaluation of the rebound test, and your proposal(s)
for complying with this Order. If substantial rebound occurs and hydraulic control becomes necessary, you must
restart the GW P&T system immediately.
Please call James Barton at (916) 464-4615 if you have any questions.
X,
®.1 e
THOMAS R.
