BROWN JR., Govemor <br />NOTICE OF NAME CHANGE AND NOTICE OF RECEIPT <br />PETITION TO CHANGE OWNERSHIP AND OPERATIONAL CONTROL for the <br />GWF TRACY COMBINED -CYCLE POWER PLANT (08 -AFC -7C) <br />On December 29, 2015, a notice of name change and a petition to change ownership <br />and operational control was docketed by the California Energy Commission (Energy <br />Commission) staff. The petition requested approval to transfer ownership from GWF <br />Energy LLC to AltaGas San Joaquin Energy Inc., and that operational control be <br />transferred to AltaGas Tracy Operations Inc. The petition also provided notice of a <br />change in the name of the facility from GWF Tracy Combined Cycle Power Plant to the <br />Tracy Combined Cycle Power Plant. GWF Tracy is a 330 -megawatt (MW) combined <br />cycle generating facility that was certified by the Energy Commission on March 24, <br />2010, and began commercial operation on November 1, 2012. The project is located on <br />a 16.38 -acre, fenced site within a 40 -acre parcel in an unincorporated portion of San <br />Joaquin County immediately southwest of Tracy, California, and approximately 20 miles <br />southwest of Stockton, California. <br />ENERGY COMMISSION REVIEW PROCEDURES <br />A statement describing the change in ownership and operational control, signed under <br />penalty of perjury by a representative of the new owner of the project, was submitted to <br />the Energy Commission staff for review and Energy Commission approval as required <br />by Title 20, California Code of Regulations, section 1769(b). The statement affirms that <br />the new owner agrees to be bound by the requirements of the Energy Commission's <br />March 24, 2010 Decision for the project and understands the obligations imposed by the <br />Conditions of Certification. Based on the information provided, staff intends to <br />recommend the proposed change in ownership and operational control be approved by <br />the Energy Commission at the April 13, 2016, Business Meeting. <br />The petition has been docketed on the Energy Commission's Tracy Combined Cycle <br />webpage at, htto://www energy.ca.qov/sitingcases/tracvexpansion/. If the petition is <br />approved, the Energy Commission's Order will also be docketed. <br />This Notice of Receipt has been mailed to the Energy Commission's facility mail list of <br />interested parties and property owners adjacent to the facility site.
