Although this letter responds <br />to general comments made by the RWQCB, it specifically addresses actions completed <br />to stabilize the groundwater plume at the site reference above as requested in item <br />number 1 of 3 in the NOV. A copy of the NOV is included as Attachment A. <br />The NOV also requested that a work plan be submitted to respond to item number 2 of <br />the NOV. A work plan has been prepared and will be submitted under separate cover to <br />address item number 2. It should be noted that in conversation with Mr. Hartzell on <br />September 29, 2000, the deadline stated in the NOV for item 1 (this letter) and item 2 <br />(work plan) of October 9, 2000 was by extended by Mr. Hartzell to October 10, 2000, <br />due to the. Columbus Day Holiday on October 9, 2000. <br />Further, the NOV requires that a "complete Problem Assessment Report/Final <br />Remediation Plan" be submitted by December 4, 2000. A document addressing item <br />number 3 will be prepared and submitted under separate cover. <br />The following comments in bold italics were included in the RWQCB's September 22, <br />..2000.1etter.. A response follows each comment below. <br />CSA Order No. 3 requires you to "Install and continuously operate a soil vapor <br />extraction system, and an interim pump and treat system in the area of the highest <br />. soil and groundwater MtBE contamination.
