Spill Prevention Control and Countermeasure (SPCC) Plan failed to include required contact list <br />and phone numbers of local agencies. The contact list was missing phone numbers for San Joaquin <br />County Office of Emergency Services (OES) and Environmental Health Department (EHD). Contact list <br />and phone numbers for facility response coordinator, National Response Center, clean up contractors <br />with whom you have an agreement for response, and all appropriate Federal, State, and local agencies <br />who must be contacted in case of a discharge. Correct by adding the missing phone numbers of SJC <br />OES and EHD in the SPCC Plan. <br />• Corrected on-site. Contact phone numbers were inserted into the booklet. <br /># 999. Failed to describe the regularly testing of the liquid level sensing device/ overfill prevention to <br />ensure proper operation. Previous to year 2009, the monitoring panel AutoStik Jr was not programmed/ <br />set up to monitor the overfill prevention. In beginning 2009, the monitoring panel was changed to <br />Veeder Root to monitor overfill for both the UST and AST. During installation, the AST was tested for <br />overfill and once more since then. SPCC Plan does not specify whether overfill needs to be tested and <br />how often it will be tested. Under 40 CFR 112.8(c)(8)(v), an approved liquid level sensing device must <br />be regularly tested to ensure operability. <br />• Per MSG. Pica, an arrangement will be made with Tank Tek to test the Automatic Tank Gauge <br />(ATG) during the annual monitoring system certification test for the UST.
