The facility map was incomplete and did not include piping and the location of each tank. The Spill Prevention, Control, and Countermeasure (SPCC) Plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It must identify the location of and mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility gathering lines. Immediately update the facility diagram to include all of the required information. Submit a legible copy of the updated facility diagram to the EHD for review. This is a repeat violation, Class II. 609 CFR 112.7(c) Failed to provide secondary containment, diversionary structures, or equipment to prevent discharge. SPCC Plan stated that the 55 gallon drums had "limited' secondary containment. The drums were observed without containment capable of holding 55 gallons. The SPCC plan stated the used oil tank had "partial' secondary containment and the secondary containment did not have the capacity to hold the full contents. A facility shall provide appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire containment system, including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a primary containment system will not escape the containment system before cleanup occurs. Immediately provide adequate secondary containment for all aboveground petroleum storage containers larger than 55 gallons. This is a repeat violation, Class II. 706 CFR 112.8(c)(2) Failed to provide and maintain adequate secondary containment. SPCC Plan stated that the 55 gallon drums had "limited' secondary containment. The drums were observed without containment capable of holding 55 gallons. The SPCC plan stated the used oil tank had "partiar' secondary containment and the secondary containment did not have the capacity to hold the full contents. All bulk storage tanks must be provided with a secondary means of containment for the entire capacity of the tank and sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for this and all other tanks at this facility. This is a repeat violation, Class II. Page 3 of 5
