The SPCC Plan was last reviewed on November 14, 2005. A review and evaluation of the plan must be conducted at least once every 5 years. As a result of this review and evaluation, the SPCC Plan must be amended within 6 months of review, and recertified by a professional engineer if any technical amendments were made. Immediately conduct a review of the facility SPCC Plan and make any necessary amendments. 518. Annual training is not being conducted for the aboveground petroleum storage program and containers. Aboveground petroleum storage training was last conducted on November 30, 2005. At a minimum, oil -handling personnel must be trained in the operation and maintenance of equipment to prevent discharges, discharge procedure protocols, applicable pollution control laws, rules & regulations, general facility operations, and the contents of the facility's SPCC Plan. Annual briefings must be conducted to assure adequate understanding of the SPCC Plan and highlight and describe any known discharges or failures, malfunctioning components, and any recently developed precautionary measures. Immediately conduct necessary training for all oil handling personnel. Submit copies of training records to the EHD by March 1, 2012. 519. The SPCC Plan did not include discussion of security lighting. The Plan must include descriptions of how you secure and control access to the oil handling, processing & storage areas, secure master flow & drain valves, prevent unauthorized access to starter controls on oil pumps, secure out -of -service and loading/unloading connections of oil pipelines, and address the appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the Plan to include all of the required security information. 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately conduct all necessary testing of liquid level sensing devices. Complete & submit a copy of the Return to Compliance Certification to the EHD by March 1, 2012 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting documentation. Note: The facility map was updated at the time of inspection to include all of the aboveground petroleum tanks on site. Provided: Return to Compliance Certification form, Schedule of FREE classes ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
