The SPCC Plan was last reviewed on November 14, 2005. A review and evaluation of the plan <br />must be conducted at least once every 5 years. As a result of this review and evaluation, the SPCC <br />Plan must be amended within 6 months of review, and recertified by a professional engineer if any <br />technical amendments were made. Immediately conduct a review of the facility SPCC Plan and make <br />any necessary amendments. <br />518. Annual training is not being conducted for the aboveground petroleum storage program and <br />containers. Aboveground petroleum storage training was last conducted on November 30, 2005. At a <br />minimum, oil -handling personnel must be trained in the operation and maintenance of equipment to <br />prevent discharges, discharge procedure protocols, applicable pollution control laws, rules & regulations, <br />general facility operations, and the contents of the facility's SPCC Plan. Annual briefings must be <br />conducted to assure adequate understanding of the SPCC Plan and highlight and describe any known <br />discharges or failures, malfunctioning components, and any recently developed precautionary <br />measures. Immediately conduct necessary training for all oil handling personnel. Submit copies of <br />training records to the EHD by March 1, 2012. <br />519. The SPCC Plan did not include discussion of security lighting. The Plan must include descriptions <br />of how you secure and control access to the oil handling, processing & storage areas, secure master <br />flow & drain valves, prevent unauthorized access to starter controls on oil pumps, secure out -of -service <br />and loading/unloading connections of oil pipelines, and address the appropriateness of security lighting <br />to both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the <br />Plan to include all of the required security information. <br />50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br />devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in <br />accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation.
