HEALTH <br />PER Mi.1-I ,,rw .a <br />ABOVEGROUND TANK INSPECTION OF CHEVRON BANTA FUEL TERMINAL IN TRACY, <br />SAN JOAQUIN COUNTY <br />On 29 January 1992, staff geologist Polly Lowry conducted an inspection of the <br />subject facility for compliance with the Aboveground Petroleum Storage Act. A <br />copy of the inspection memo is enclosed. <br />As recommended in the memo, improvements need to be made on the walls <br />surrounding the upper containment area. These walls should be regraded and <br />covered with a seal which is impervious enough to contain spills and which <br />will resist erosion. <br />The memo further recommends that the SPCC Plan include emergency phone <br />numbers, a brief discussion of the ground water monitoring system, a record of <br />employee training, a discussion of applicable state laws, and signed or <br />initialed maintenance reports. Please include these changes in the revised <br />plan which I understand is under preparation. <br />A Report of Waste Discharge (RWD) and an NPDES permit application are required <br />to obtain permits for discharges to and from the lower containment area. The <br />necessary forms and annual fee schedule are enclosed. Please submit the <br />completed forms, accompanied by the first annual fee, by 21 April 1992. We <br />have tentatively classified your discharge as Category IIB, so the annual fee <br />is $1,200. An additional RWD will be required later for any discharges of <br />treated around water. <br />In addition to a RWD, by 21 April 1992 you are required to submit a technical <br />report to address the threat to shallow ground water from discharges to the <br />around surface. This threat is discussed in more detail in the memo. Chevron <br />should evaluate any engineered alternatives to the requirements of Chapter 15 <br />that it believes may be appropriate at this site and recommend implementation <br />of the best alternative to protect ground water quality. <br />Monitoring of the ground water and remediation efforts should continue. <br />We will provide comments soon on Chevron's 1990 Problem Assessment Report to <br />provide regulatory oversight of Chevron's remediation efforts. <br />
